PSPP-BUG: [bug #41004] make check is not working when cross-compiling

Follow-up Comment #22, bug #41004 (project pspp):

I pushed Ben's patch with a few minor changes.

The results I get now are below.

The sparse-array tests however take a VERY long time to run,
and all the render-tests fail and popup an annoying dialog box
which needs to be acknowledged manually each time (Why does windows insist on
making computer usage so inconvienient?)

A few other tests might be genuine failures, but most seem to
be limitations of wine.

ERROR: 1122 tests were run,
108 failed unexpectedly.
33 tests were skipped.
