Details:

The file doc/dev/system-file-format.texi won't compile with texinfo 5.1.

According with texinfo's doc [1]: "address@hidden must always follow an @item
command, with no blank line intervening."

But it doesn't happen on lines 1204 and 1222. Changing those two @itemx to
@item fix the problem (but I didn't check what output it creates)
