Follow-up Comment #21, bug #37366 (project pspp):

We don't call gtk_set_locale, so that can't be the problem.

I can only suggest that you try some simple experiments, successivly disabling
the locale related stuff in src/libpspp/i18n.c

Try for example commenting out the entire body of get_system_decimal and make
it return a single ","

Or all the setlocale calls in i18n_init

Any differences might give us a clue.
