Details:

When testing for the bug #33250 I found that, on MSWindows, there is a
directory, called pspp<something random> created at C:\ This directory is not
removed after psppire is ending. 

Besides, it would be better if them temp directory was used for this. temp and
tmp where both defined, so this can't be the reason why the files are created
on the root.
