Follow-up Comment #1, bug #30041 (project pspp):

We should probably do this by adding a /ENCODING subcommand to the FILE
HANDLE command.

Your email contact is more likely to get results which serve his/her purpose
if he/she posts some small examples of the kind of data he/she is trying to
import.
