PSPP-BUG: [bug #20582] Support value labels for long string variables.

Follow-up Comment #2, bug #20582 (project pspp):

Recent spss versions now support labels for long string variables.
The attached patch seems to read them ok from system files.  

However supporting them internally will require some changes to the pspp core
library.  As I believe Ben's in the process of making some major changes to
the way values are stored, I think it'll be best to apply this change after
that.
