You would appear to be using a 64 bit machine.  Unfortunately, 0.4.0.x
does not work on 64 bit machines.

If you try the latest alpha version at ftp://alpha.gnu.org/gnu/pspp I
think you will have better results.

Or wait for the next release; real soon now!
