bug#20997: 25.0.50; display broken

I just hit this bug as well with 25.2.1. Changing from `--with-cairo` to `--without-cairo` solved the problem for me. In addition to the issues described by James, I experienced a further problem with font rendering when I did the following:

1. Open new emacs frame

2. Drag the border to increase the frame size

3. Switch to another buffer

4. Switch back to original buffer
