bug#24781: 26.0.50; fill-paragraph, in message-mode, behaves badly

When I turn on message-mode, and try M-q, the paragraph does not intend
well. The second line gets TAB in beginning, and there are no following
comments from second line further.

I can reproduce it each time when I open new file with message-mode, but
not in this buffer. And I was testing it with -Q and without site
settings. In this buffer, it is working.
