bug#23346: 25.1.50; package.el silently installs package dependencies

    For instance, if I request to install trie, I will be asked in the 
minibuffer if I want to install it.  That's fine, but then all of its 
dependencies are installed without asking.  Would it be possible to do a 
dependency check before prompting the user?
