Via .dir-locals.el, log-edit-rewrite-fixes converts "(bug#123)" in
ChangeLogs to "Fixes:debbugs:123" in commit logs.

Please add similar handling to convert "(tiny change)" in ChangeLogs
to "Copyright-paperwork-exempt: Yes" in commit logs.
(This is a real mouthful BTW. Please consider accepting "Tiny-change: yes"
as well.)
