bug#12643: 24.2.50; TRAMP and ps-spool functions

Hello!

When I open /ftp:anonymous@ftp.math.s.chiba-u.ac.jp:/emacs and then invoke
ps-spool-buffer-with-faces I get a *PostScript* buffer. When I want to save it
(C-x C-w), GNU Emacs offers in mini-buffer with a prompt:

        Write file: /ftp:anonymous@ftp.math.s.chiba-u.ac.jp:/emacs/

which does not seem clever. The *PostScript* buffer is something local, now a
local copy of something previously remote, and I would assume that GNU Emacs
will offer my home directory or the directory where it was launched from as the
place to save the buffer and not that remote site. Saving that buffer by
adding for example "~/" plus some characters and hoping that file name
completion will handle this, also fails since GNU Emacs still assumes the "~/"
has to be expanded on the remote system where this user (anonymous) does not
exist. This seems to be another bug, since I can open a file from directory X
and type

        C-x C-w ~/<whatever>

and the file name is expanded and the file is saved in my home directory. Why
is TRAMP behaving differently? Can this deviating behaviour be customised?
