bug#7678: emacs maximize issue on windows xp

Subject: bug#7678: emacs maximize issue on windows xp

After maximizing the emacs frame on windows, emacs frame can not be actually maximized.
1. within the cmd box, run emacs -Q
2. c-h v emacs-version :
    emacs-version is a variable defined in `version.el'.
    Its value is "23.2.1"
3.  Click the "maximize" button on the frame title bar.
4. Check the emacs frame can not occupy the whole screen.  The bottom of emacs can not reach the taskbar point. There is some space between them. Please check the attached file.
