bug#7188: 23.2; vc-initial-comment not honoured

From: DLA, Referat WDV
Subject: bug#7188: 23.2; vc-initial-comment not honoured
Date: Mon, 11 Oct 2010 15:31:20 +0200 (CEST)

bug description:

-find a RCS controlled file that is unchanged (so state line says something
like "RCS-1.1")
 e.g. c:\temp\a.txt

-do some edits without a previous explicit check-out

-do a "vc-next-action"

-the file will be checked out from the repository and locked,
without a warning like "File has unlocked changes. Claim lock retaining
changes?",
 effectively discarding the last edits.

Expected behaviour: preserve the changes through warning against the unlocked
changes.

In GNU Emacs 23.2.1 (i386-mingw-nt5.1.2600)
 of 2010-05-08 on G41R2F1
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.4) --no-opt --cflags -Ic:/xpm/include'
