Please describe exactly what actions triggered the bug
and the precise symptoms of the bug.  If you can, give
a recipe starting from `emacs -Q':

./emacs -Q
C-x C-f C-q C-j 1 C-q C-j 2 (...and so on...) C-q C-j 14

Scroll bar now shows that it can be dragged.  But dragging on it has
no effect:
Native scroll bar:  Totally ignores mouse clicks and drags
Toolkit scroll bar (Gtk+, Xaw3d): Slider can be dragged but window
  does not scroll.  Steppers can be clicked, but window does not scroll.

Emacs 22, 23.1 and 23.2 also doesn't scroll.  I don't have any older version.
Maybe it is time to remove scroll bars from the minibuffer window?
