This is a known problem, I shortly mentioned in
http://lists.gnu.org/archive/html/bug-gnu-emacs/2008-10/msg00029.html
Unfortunately, `help-on-help' is broken in a couple of other respects as
well. I'm working on a comprehensive solution.
