bug#634: 23.0.60; Command-key binding from Preferences menu doesn't stick

By default Emacs.app seems to have the Command key on my Macbook Pro  
bound to hyper; when I change it to
Command everything works fine until I restart emacs, but the  
preference seems to have been lost.
