Problems on the input side under Win32

GNU Emacs 23.0.0.1 (i386-mingw-nt5.1.2600) of 2007-01-01 on DTOP

1. When I type Euro sign with german keyboard (press AltGr-E)
under Win32, it is displayed as \200, which is #x80. The correct
Euro sign should be U+20AC. However, it behaves correctly under
Linux.

2. It doesn't work under win32 if I want to type C-@ with german
keyboard (press Ctrl-AltGr-q) and other similar input related to
a key combination of Ctrl-AltGr-. However, it works correctly
under Linux.

3. When I type Umlauts (ü ö ä ß µ etc.) with german
keyboard, they behave like a prefix command that is waiting for a
following type. Thus I have to type ae and a SPACE then delete
the SPACE. However, it behaves correctly under Linux.

4. If there are two continued characters which are both larger
than 0x80 (ü ö ä ß µ etc.), they can't be displayed
correctly under win32. However, it can be displayed correctly
under Linux.
