ANNOUNCEMENT

Dear Sirs!

     The second International Scientific-Practical Conference "Research, 
Development and Application of High Technologies in Industry" will be held on 
the 07th - 09th of February 2006 in St. Petersburg, Russia, by Institute of 
Atmospheric Optics SB RAS, , Saint Petersburg State Polytechnic University, 
Military Intercommunication Academy, Baltic State Technical University 
"Voenmech", Academy of Strategic Research, Information and High Tech, 
Telecommunication Institute, National Youth Congress, Saint Petersburg 
Commercial and Industrial House and other institutes, universities and 
organizations.  

The Conference Program will include the following topics:
1.The role of the government, the state and private industrial sectors in 
development of education, basic and applied research (hereinafter, BAR) and 
high technologies (hereinafter, HT) in Russia, USA, CIS and EU countries, and 
other developed countries. Comparative analysis, search for optimal cooperation 
and control mechanisms. 
2.State of the art and perspectives of BAR and HT development in various fields 
of science, education, and industry (in particular, in military fields). 
Russia, CIS and EU countries, USA, China, India, and other countries: 
2.1.Information and computer technologies, robotics, radio electronics, 
telecommunicational systems, applied mathematics, programming, and scientific 
instrument making;
2.2.Physics and chemistry, radiophysics, physical chemistry, gas and fluid 
dynamics, materials science, powder metallurgy, composite materials, and 
hardening technologies; 
2.3.The physics and technique of electrical discharge, optical, laser, plasma, 
membranous and nanotechnologies, electronics, including high power, 
undestroying control;
2.4.Atomic and nuclear technologies, aviation, rocket production and 
cosmonautics;
2.5.Biotechnologies, medicine, genetics, cytology, agriculture, ecology;
2.6.Extraction, refining and and transportation of crudes, power engineering, 
construction, metallurgy, chemical industry, mechanical engineering, 
shipbuilding, transport, aviation and space exploration, consumers' products; 
2.7.High-technology directions in development of science and industry in the 
21th century. Analytics, prediction; 
2.8.Automation and standardization of control systems; 
2.9.International standardization of education, BAR, HT, HT in production and 
HT products. 
3.Problems and ways of increasing the economic efficiency and competitive 
capacity at the world education market, BAR and HT in Russia and CIS countries. 
Experience of EU, USA, China, India, and other countries. Education, BAR, and 
HT economics. Comparative analysis. 
4.Education, basic and applied research, high technologies and high-technology 
industry as factors of state security and independency and the quality of life. 

The proposed subjects of the Conference differ somewhat from the traditional 
approach, but just the combined approach and scientific analysis open the 
possibility for evaluating the state of the art and developing the optimal 
solutions and proposals to the government and legislature establishment. The 
conference will include sectional symposia and the Trade Exhibition of 
Achievements in Education, Basic and Applied Research and High Technologies 
with participation of potential clients and investors, in particular, from 
foreign countries. 
We invite you and your colleagues to take part in the Conference (in 
particular, in the Organizing Committee) and in the Trade Exhibition. 

Your application should contain the following information: 
1. Title and length of the paper; 
2. List of the authors, affiliation, and mailing address; 
3. Description of the material proposed for the Trade Exhibition. 
The deadline for sending applications is the 30th of October, 2005

The papers submitted should be no longer than two А4 papers or five papers for 
plenary reports. More detailed information will be sent once the Application 
will be received. Authors, who cannot attend the Conference, are also invited 
to submit their papers for publication in the Conference Proceedings. 
The deadline for submitting papers is the 15th of November, 2005. 

For more intense information exchange, please inform your colleagues and 
potential participants of the Trade Exhibition about this Conference. Your help 
will be deeply appreciated. 

The official language of the Conference is Russian, synchronous translation 
will be provided for foreign participants.
