This is an AUCTeX feature, not a bug.  
See the manual: (info "(auctex)Quotes").

As AUCTeX is not part of Emacs, your bug report on the following
problem should go to the AUCTeX list.  Please use `M-x
TeX-submit-bug-report RET'.  This we give provide more useful
information on your AUCTeX settings.
