Contribution: new version of artist

Hi,

        I'd like to contribute a new version of Artist:
version 1.2.5. (The version included in emacs-21.3 is 1.2.4.)

I added tool selection via the mouse-wheel. (Function
provided by Andreas Leue <al@sphenon.de>)
