Bug report for a bug in emacs

I've never filed a bug before, but here goes nothing.

If you create a blank file, one reported to be 0 bytes according to ls -l
<filename>, and try to open this file with M-x hexl-find-file, it says
"Out of hexl region"

I'm not sure if this is a bug, but I asked about it in #emacs on
irc.freenode.net, and they told me to file a bug report, so here I am.  I
hope this information can help you out, emacs is a tremendous tool for me!
