wheel mouse and toolbar actions

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:


Wheel mouse passes button press 4 or 5 to the toolbox menu if wheel was
touched.  It activates toolbar options as it could be done by button press 1, 2
or 3 of the mouse.  The top level menu is all right.  I guess toolbar shall
stub buttons 4 and 5 because it are not buttons but wheel events.
