emacs launches non-free netscape by default

Midle-clicking on the "emacs-gnu" logo image at the first sreen of GNU-emacs-21.3.1 to browse http://www.gnu.org as suggested by the tooltip lauch by default the function browse-url-netscape which is by default netscape.

Netscape in a non free program as you can see in the terms of the licence agreement of the current version of netscape as can be downloaded from their web site:

        NETSCAPE 7.1 END-USER LICENSE AGREEMENT
        Redistribution Or Rental Not Permitted
        [...]

They are free high quality web browsers available such as mozilla, konqueror, galeon, ... . Why is the default browser lauched by gnu emacs a non free program?
