Customized face color doesn't work

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I tried to set the color of the background as DarkSlateGray and foreground 
color as wheat. I did that using the options->customize emacs. It did add the 
following lines to my .emacs. But when I start emacs next time. The color is 
still white/black. Seems like the setting in my .emacs was not loaded.
By the way, I think the toolbar is not very useful. Maybe there could be some 
easier way to disable it. Thanks.
