In vc-rcs-register in vc-rcs.el ($Id: vc-rcs.el,v 1.21 2001/08/28
17:05:12 spiegel Exp $):

    (let ((subdir (expand-file-name "RCS" (file-name-directory file)))
          (switches (list
                     (if (stringp vc-register-switches)
                         (list vc-register-switches)
                       vc-register-switches)
                 etc...

needs, I believe, to say instead

          (switches (append
      
so that switches is a list of strings, not a list of lists of
strings.  Otherwise, if vc-register-switches is not nil, you get
this sort of error message from call-process when it tries to do the
ci operation:

  wrong-type-argument stringp ("-x,v/ -z+00")
