libtiff and emacs 21.2

I'm trying to compile emacs 21.2 under Solaris 8. I downloaded 
and installed the newest version of libtiff, per instructions. But still 
when I run the configure for emacs I see:

  Does Emacs use -ltiff?                                  no

One environment variable I checked seems to be set correctly.

LD_LIBRARY_PATH=/usr/local/lib:/usr/java1.2/jre/lib/sparc/:\
                /usr/openwin/lib:/usr/lib

What have I done wrong?
