This is not bug. You have set text-mode-hook to a symbol
turn-on-auto-fill. Why? See Elisp reference manual, Hooks for more details
about customizing hooks:

   Here's an example that uses a mode hook to turn on Auto Fill mode
when in Lisp Interaction mode:

     (add-hook 'lisp-interaction-mode-hook 'turn-on-auto-fill)
