Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:



Version 21.1 of emacs has changed the meaning of backward-paragraph and
forward-paragraph so that in c-mode, they move to the next line with only
white space.  Previous versions of emacs would move to the next empty line
containing only a newline character.

I want to cast my vote for the old interpretation that skipped by lines
that are non-empty due to white space.  The old version is helpful to me
because I can place empty lines between function definitions and use 
simple keystrokes (i.e., ctrl-uparrow and ctrl-downarrow) to advance to
the top of the next or previous function.  Since I like to use lines with
whitespace to beautify my code, I now find the problem that it takes
far too many key strokes to advance to the place I want to get to all
because lines with white space are now equivalent to genuinely empty lines.

This problem forces itself upon me almost every time I use emacs.  Sigh..
