Anybody else notice that sometimes the scroll bar disappears?

Once in a while I look up and it's gone.  Once it is gone it won't
come back during this session.  Of course once I notice it is gone, it
is already too late for me to have noticed just what action wiped it
out.  Yes it is gone for all buffers, big or small.

Must have something to do with my .emacs file, emacs.txt, on my
website.

By the way, another oddness of my set up, I do M-x man ping to see the
ping man page, and my first keystroke inside the *Man buffer is SPC to
scroll down, and I get "Buffer is read-only: #<buffer *Man ping*>",
however subsequent SPCs don't raise an error.  Sorry, setting
debug-on-error didn't help here, we don't enter the dubugger for this,
apparently [!!!].  By the way, viewing additional man pages beyond the
first don't encounter this problem.  It only happens on the ping man
page, and only if it is the first man page I look at this session.
Great.  By the way, after I do M-x man ... the cursor rests on top of
the words LS(1) or PING(8) ... by the way
$ man -w ping ls|xargs ls -l
-rw-r--r--    1 root     root         2262 10  2  2000 
/usr/share/man/man1/ls.1.bz2
-rw-r--r--    1 root     root         4390 10  4  2000 
/usr/share/man/man8/ping.8.bz2

Odd, it also happened if the first man page read this session is
shutdown(8) ... but odd again, if I am root I still get the same problems.
