I think the point here is that the user might not be aware that she wants
to change the EOL format. In such a case, C-x RET f and "Save As..."
have the same problems.
The problem with "Save As..." suggestion is that Emacs asks for a file
name, not a format, when you invoke that menu item, and, at least in the
minibuffer dialog, there's no easy way of typing both a name and a
format. Perhaps it should ask one more question when invoked with an
argument?
