One thing you could try (but I cannot guarantee it will work) is to
set the environment variable "LANG" to "eng" before starting Emacs (in
a batch file wrapper for example, or in the registry under
Software/Gnu/Emacs with the other environment variables specific to
Emacs). This should fool Emacs itself into using the English locale,
although I am not sure that it will affect the system calls that Emacs
makes, which is where the date formatting bug originates.
