Bulgarian language environment

Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.

In GNU Emacs 21.1.1 (i686-pc-linux-gnu, X toolkit)
 of 2001-12-19 on debian
configured using `configure  --prefix=/home/ogi/emacs'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Emacs 21 doesn't have support for Bulgarian.  I wrote one and it can
be found at http://debian.fmi.uni-sofia.bg/~ogi/bulgarian.el .
However there was a serious problem for including it in Emacs
distribution: bulgarians use windows-1251 coding system and it have to
be generated by codepage.el, i.e. the coding system is not readily
available.  See

environment problems" in comp.emacs if the url is too long for you.)
I'm open to any changes that will lead to including Bulgarian in my
favorite editor Emacs :)
