The size of the scroll-bar thumb is computed using the ratio of the
number of characters shown in the window to the number of characters in
the buffer. This means, in particular, that if you have a window showing
only empty lines, the thumb will be much smaller than if you have the
same window showing lines full of characters.
This might have some unpleasant effects, but they are usually small.
Does this explain what you see?
