Yes, the problem appears to be that Windows uses "CHS" in place of
"zh_CN" for its language identifier.
If anyone can confirm what "M-x getenv <RET> LANG <RET>" reports on
Traditional Chinese (Big5) Windows, I would much appreciate it. I
suspect it may be "CHT", but need to be sure before I commit a change.
