CPerl should set `fill-paragraph-function'

In GNU Emacs 20.7.1 (i686-pc-linux-gnu, X toolkit)
 of Sat Aug  4 2001 on harpo.homeip.net

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

CPerl mode currently doesn't set `fill-paragraph-function'.  It would
be convenient if CPerl set it to `cperl-fill-paragraph' (and modified
`cperl-fill-paragraph' to return non-nil).
