Never having done it myself, I can only go by what I've seen and
suggest from there.
Post your lisp functions on gnu.emacs.sources and see if anyone is
interested in them. If they are undergoing continual development,
then post them on a web-page as well. If its a big package of Emacs
Lisp code, consider using SourceForge.net or Savannah.gnu.org to
manage the development of the package.
Someone else will have to answer about the Emacs testing process.
