I cannot reproduce this on my system (in Emacs 20.6 and in the latest
pretest of Emacs 21).  If you could produce a backtrace, it would be much
easier to track down the problem, if it still exists in the development
sources.

Please describe the real-life example as well.  Killing *scratch* and
*Messages* doesn't sound like a reasonable way of using Emacs, so a more
reasonable situation where this happens might influence the possible
solutions we could consider.
