Regarding the last line of this:

C-x C-o runs the command delete-blank-lines
which is an interactive compiled Lisp function in `simple'.
(delete-blank-lines)
On blank line, delete all surrounding blank lines, leaving just one.
On isolated blank line, delete that one.
On nonblank line, delete any immediately following blank lines.

Why restrict it to only the next line. If the next blank line occurs
2 lines down, why not operate on that too. If you are afraid of
making unseen changes off the screen, give a message in the minibuffer
that you have deleted a blank line at line XXX.
