In GNU Emacs 20.5.1 (sparc-sun-solaris2.7, X toolkit)
        and  20.7.1
 of Sat Jan 29 2000 on helix
configured using `configure  --prefix=/apps/emacs-20.5'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

When using sccs, the release level must be selected when the file is
checked out. The vc-next-action command, when the next action is a
checkin, uses a command prefix to signal that a new version number
should be prompted for, but the program sccs-delta cannot and will not
accept a version number different from the one set by sccs-get.

Unfortunately, when the vc-next-action command is a sccs-get, the
prefix argument just evokes a message that this is not supported by
sccs, but in fact is, so "sccs-get -e -r4 xyz" sets it up so that
version "4.1" will be created with the next sccs-delta.
