Commands that result in errors should still be allowed onto the
minibufffer history list:
I do M-x ispell-region
I get an error message telling me no region is marked now.
I mark a region.
I do C-x ESC ESC to repeat-complex-command and thus avoid
again typing "M-x ispell-region".
However, due to the previous time executing M-x ispell-region
it ended up in an error, it was not saved onto the history list,
therefore I have to type it in all over again. [Yes I could bind it
to a key but that's not the point. And what if this occurs on a much
longer painfully constructed command?]
