Robins answer to use `untagged-source'

was a good one. The new .arch-inventory

mechanism gives you another alternative.

It would not make sense, in general, to make

that error a warning -- which is why untagged-source

was added and part of why .arch-inventory was added.

Summary: Can't keep personal files out of tla

Original Submission: I have a 'TODO' file in my project dir. This is a
psersonal file that I dont' want to commit. If only because I write it in my
native language, not in english.

I can't commit while that file is there, and I can't simply say that TODO files
should never go into tla by altering the tagging-method file.

Please make the error:
These apparent source files lack inventory ids

a warning, and still allow me to commit if I press 'yes' or similar.
