Put people off, by having auithor sign articles, is going to get rid of
a lot of the junk anyway. How many people are going to bother to
set up a sig and register with the server just to send it off-topic stuff.
Alos we could insert a time delay between upload and availability,
for instance if someone wrote an article it could go into the system
and be available for reviewers/editors to look at it and send
comments to the author, after two weeks or so the server could
send the author a message saying "here are the comments made
on this article, would you like for your article to become generally
available now or would you prefer to withdraw/edit it ?"
These two things should put off most people who would look to
abuse the system.
