This brings up a good point. An article of decent length can easily be an
on-going project, complete with latex source, perl source, C++ source,
postscript figures, a Makefile, etc. All of this stuff ought to be tracked
by cvs, of course. I suppose that project-building would, because of
resource limitations, necessarily be the responsibility of each author.
But I can imagine wanting to submit a new version of an article almost
daily.
There has been a bit of discussion about centralization and "internal"
format. Surely, though, if there is no substantial gift of hardware at a
well connected site, then the most natural thing is for each article's
author to serve the author's own material from the author's own site if
possible. Perhaps (XML) metadata for each article along with a link to
each article could be stored centrally. Then the central site would
provide an index and search interface, and the author could update at will.
