Fix for Responsible and Resent-To problem

I have just installed gnats-3.113.1 on our Redhat server.  I am seeing a problem that has been discussed on this mailing list where the Responsible parties are not receiving copies of new PRs (see http://mail.gnu.org/pipermail/bug-gnats/2000-February/001585.html).

The response to this problem was to upgrade to gnats 4.0. Since gnats 4.0 is not yet available, could someone suggest where I could get the patch to this problem?
