I would say that Gnats 4 is a viable option, but there are a few gotchas 
left -- I have done quite a bit of testing and uncovered some problems, but 
I have found fairly good workarounds for the serious ones, which I have 
posted to the gnats-devel mailing lost, archived at 
http://sources.redhat.com/ml/gnats-devel/

The specific problem you mentioned above is solved in the Gnatsweb 2.8.0 
release, which will be available from http://sources.redhat.com/gnats/ 
tomorrow, barring any last minute problems. Gnatsweb 2.8.0 is supposed to 
be "wrapup" release for the Gnats 3.1xx series, incorporating all available 
bug fixes. The Gnatsweb included in the Gnats 4 distribution will not work 
with Gnats 3 servers.
