Time zone abbreviations

I think this is because PHT isn't a valid time zone name (at least from
the point of view of GNATS, I don't know whether time zone names are
standardized anywhere).

No standard seems to exist. Many UNIX flavours understand a great range of abbreviations, but the most exhaustive list I managed to find was from the documentation for the Perl date manipulation module at http://www.cise.ufl.edu/~sbeck/DateManip.html#TIMEZONES

The missing ones from this list should probably be added to Gnats.
