Mongolian Locale Problem

Hi, All. 
If I use following command then occured such error. 

linux:~ # localedef -f UTF-8 -i mn_MN mn_MN.UTF-8
LC_ADDRESS: `country_ab2' value does not match
'country_num' value
no output file produced because warning were
issued
linux:~ #

If I use localedef -c then ok! And if I delete the
line country_num or (% country_num 496 invalid) then
works it fine.
Normally, this country_num is correct! So, does xlib
have a error or? 
Apparently it does some country_num/country_ab2
checking; that is, there should be a correspondance
table somewhere; and probably it is incomplete?...
