To answer your question, I've pushed a change that adds copyright headers:

Your POT file is a derived work of your package. xgettext only did mechanical
extractions and transforms. Therefore it is under the same copyright as your
package. This is consistent with line 3 of this file.

These files were automatically generated. They do not have copyrightable
contents.

* po/Makevars.template

This file should not be committed in a VCS. It is merely the template from
which you created the Makevars file.
