[bug-gettext] language directory for windows platform

Hello,

What is location of translation files for a specific language.
For instance lang-c test fail in native environment I my investigation 
show that instead in directory 'fr' program search in 'French'.

I have to substitute fr with French manually in lang-c test script to 
get locale dependent output.
